How to read this. Government fees are fixed by the Dubai Land Department and cannot be added to a mortgage — the 4% transfer fee and everything beside it must be paid in cleared funds on transfer day. Lending caps are set by the UAE Central Bank: 80% LTV on a resident's first property under AED 5m, 70% above it, 60% on a second property, and 50% on off-plan; non-residents are typically held to 50–60%.
