Updated 30 October 2026 · Dubai, UAE · All figures in AED
You have found an apartment within your annual rent budget. Then the deposit, commission and utility payments arrive together. The rent was affordable; collecting the keys suddenly feels much less so.
What are Dubai rental costs beyond rent? Budget separately for refundable deposits, non-refundable setup charges and recurring bills. For a hypothetical unfurnished apartment renting at AED 100,000 a year in four equal cheques, the worked example below requires AED 39,232.75 before moving in, including the first rent cheque. That is a planning example, not a citywide average or a quotation.
The less obvious question is not simply “What are the extra fees?” It is: how much cash must be available before your old deposits come back, and will a lower rent actually repay the cost of moving?
What the Gulf News moving-cost story gets right—and what needs updating
The Gulf News report updated on 22 October 2026 is a useful reminder to look beyond annual rent. Its central point stands: deposits, setup payments and household bills can arrive on different schedules.
One number deserves a correction. The report gives approximately AED 130 for a small DEWA connection. DEWA’s current service page lists AED 125 plus three AED 10 charges: AED 155. Large-meter activation is AED 330 using the listed components. We use the current official small-meter figure below.
Dubai rental costs beyond rent: the practical checklist
Ask for a written breakdown for the exact unit. Government charges can be checked directly; private-provider charges depend on the contract, building and services selected.
| Payment | Budget basis | Cash-flow treatment |
|---|---|---|
| Landlord security deposit | Common market convention: 5% of annual rent unfurnished; 10% furnished. Confirm the actual lease amount. | Refundable subject to settlement and permitted deductions; not automatically a final expense. |
| Ejari registration | AED 177.75 digitally or AED 220 through trustee centres, per DLD. | Registration expense; confirm who pays. |
| DEWA security deposit | AED 2,000 apartment; AED 4,000 villa. | Refundable subject to account settlement. |
| DEWA activation | AED 155 small meters; AED 330 large meters based on published fee components. | Setup expense, separate from the deposit. |
| Agency commission | Negotiated, not a universal statutory tariff. Get a written amount, any minimum and applicable VAT. | Transaction expense. |
| Municipality housing fee | Generally 5% of annual rent for residential tenants, collected monthly through DEWA; confirm applicability. | Recurring annual cost, not another rent deposit. |
| Cooling / chiller | Confirm provider, deposit, connection, capacity and consumption charges. | May combine refundable cash and recurring costs. |
| Movers | Obtain an itemised quote for packing, dismantling, transport and reassembly. | One-off expense; access restrictions can change the quote. |
| Cleaning, painting and repairs | Agree the handover condition and responsibilities before authorising work. | Avoid paying twice for work already owed under the lease. |
| Move-in permit / access cards | Building-specific: check fees, deposits, lift booking and working hours. | Separate any refundable deposit from administration charges. |
| Internet and gas | Check transfer versus new connection, equipment and cancellation charges; gas may not apply. | Setup, deposits and recurring bills vary by provider. |
Worked example: AED 100,000 rent does not mean AED 25,000 gets you in
Assume an unfurnished apartment, four equal rent cheques, a 5% landlord deposit, digital Ejari and small-meter DEWA activation. For illustration only, assume commission of AED 5,000 plus AED 250 VAT, movers at AED 1,250 and cleaning at AED 400. The latter amounts are our planning assumptions, not advertised prices or market averages.
| Item | AED | Classification |
|---|---|---|
| First of four rent cheques | 25,000 | Part of annual rent |
| Landlord deposit | 5,000 | Potentially refundable cash |
| DEWA deposit | 2,000 | Potentially refundable cash |
| Commission including assumed VAT | 5,250 | Setup expense |
| Digital Ejari | 177.75 | Registration expense |
| DEWA activation | 155 | Setup expense |
| Movers and cleaning | 1,650 | Assumed move expense |
| Total initial cash | 39,232.75 | Before excluded items below |
This is AED 14,232.75 beyond the first rent cheque: AED 7,000 in potentially recoverable deposits and AED 7,232.75 in setup expenses. It excludes cooling deposits, permits, internet, gas, furniture, rent overlap, cancellation penalties and a contingency. Add those from actual quotes.
Using a 5% housing fee adds AED 5,000 a year, or AED 416.67 a month rounded. The example’s first-year non-refundable cost is AED 112,232.75 before electricity, water, cooling, telecoms and other excluded items: rent + housing fee + setup expenses. Do not add all four rent cheques to the initial cheque again, and do not count fully recovered deposits as permanent spending.
The timing trap: your old deposit is not yet available cash
If you move between homes, you may need to fund the new landlord and utility deposits while the old accounts are still being closed. Keep the expected refund outside your available move-in budget until it has cleared. Where a utility transfer service applies, check its terms instead of assuming a second deposit is always required.

Should you move for lower rent? Calculate the payback period
Break-even months = non-refundable switching costs ÷ net monthly housing savings. Include only the extra costs caused by moving, after subtracting renewal costs you would otherwise pay. Keep refundable deposits in a separate liquidity calculation.
Suppose moving saves AED 10,000 in annual rent. If the 5% housing fee applies equally to both homes, that adds AED 500 in annual savings. Now assume the new home costs AED 2,400 more each year for cooling and commuting combined. Net savings become AED 8,100 a year, or AED 675 a month. If incremental switching costs are AED 8,100, the move breaks even after 12 months. These are hypothetical assumptions, not forecasts.
A six-month stay would not recover those switching costs. A longer stay may. If net monthly savings are zero or negative, there is no financial payback on these assumptions, although space, schools or quality of life may still justify the move.
Chiller-free versus cheaper rent
Compare two written annual totals. A unit with lower rent can cost more after cooling capacity charges, consumption, parking and transport. Ask exactly what “chiller-free” includes: it does not mean every electricity charge or every air-conditioning-related expense disappears.
One cheque versus four cheques
Fewer cheques can change both the negotiated rent and the initial cash requirement. In our example, paying the same rent in one cheque would lift initial cash from AED 39,232.75 to AED 114,232.75, with every other assumption unchanged. Compare any discount with the value of keeping a cash reserve and any financing cost. Ask for both payment schedules in writing before comparing the offers.
Before signing: request a move-in cost sheet
- Confirm the payment schedule: rent, cheque dates, deposits, commission and VAT.
- Identify every utility account: DEWA, cooling, gas and internet; request both setup and recurring charges.
- Check building access: permit, lift slot, card deposits, parking and mover insurance requirements.
- Record condition: dated photos, inventory, meter readings and a signed handover report.
- Agree repairs in writing: who pays, completion dates and the condition expected at move-out.
- Map the overlap: old lease end, new lease start, cancellation fees and realistic refund timing.
- Compare the complete year: rent plus recurring charges plus non-refundable setup costs, with deposits shown separately.

Frequently asked questions
How much extra money do I need to rent in Dubai?
There is no single percentage that fits every property. Calculate the first rent payment, landlord and utility deposits, agency commission, Ejari, activation, moving and building-specific charges. Our AED 100,000 apartment example needs AED 39,232.75 initially, before the stated exclusions.
Are the landlord deposit and DEWA deposit the same payment?
No. They secure different obligations and are paid separately. DEWA lists AED 2,000 for apartments and AED 4,000 for villas. The landlord deposit is specified in the tenancy agreement.
Is the rental deposit always 5%?
No. Five per cent for unfurnished homes and 10% for furnished homes are common market conventions, not a universal quote for every lease. Confirm the amount and deduction terms in writing.
How much does Ejari cost in 2026?
DLD currently lists AED 177.75 through its digital channels and AED 220 through Real Estate Services Trustee Centres. Eligibility and the chosen channel matter; check the official service page before payment.
Is DEWA activation AED 130 or AED 155?
The current DEWA page lists AED 125 for small-meter connection plus AED 30 in registration, knowledge and innovation fees: AED 155 in total. The refundable deposit is additional.
Does the housing fee replace water and electricity charges?
No. It is a separate municipal charge generally calculated at 5% of annual rent for residential tenants and collected through DEWA. Consumption bills are additional; check your account’s applicability.
Can I assume my old deposit will fund the new one?
Only after the refund has cleared. Outstanding bills, inspections and settlement can affect timing or the amount returned. Budget for the overlap and check any applicable utility transfer option.
Who should pay for repairs before moving in?
Check the lease and agreed handover condition. DLD’s FAQ states that, unless otherwise agreed, the landlord is responsible during the lease for maintenance and defects affecting intended use. Clarify the actual work and responsibility before paying a contractor.
Is moving to a cheaper Dubai apartment always worth it?
No. Divide incremental non-refundable switching costs by net monthly savings after differences in cooling, transport and other recurring costs. Compare the resulting break-even period with how long you expect to stay.
